We are seeking a highly skilled and experienced Senior Business Analyst for a full-time contract or employee position to support the Mainframe Transformation Program at the Railroad Commission of Texas (RRC). In this role, you will be responsible for leading senior-level business analysis for emerging technology projects, focusing on data-related tasks such as data modeling, bridging, error analysis, and flow documentation.
Key Responsibilities:
- Lead business analysis for data-driven technology projects, including mainframe data migration, SaaS/COTS implementations, and Data Warehouse development.
- Develop and review ETL solutions, document requirements, and assess business processes.
- Provide research support, facilitate user acceptance testing (UAT), and ensure high-quality deliverables are produced in line with established methodologies.
- Supervise junior staff as needed, exercising independent judgment in project execution.
- Collaborate with cross-functional teams to identify business needs and translate them into technical requirements.
- Manage complex technical documentation, including system specifications, use cases, and traceability matrices.
- Troubleshoot and resolve system or data-related issues, providing root cause analysis and proposing effective solutions.
Required Skills:
- Proven experience in business analysis, especially related to data modeling, data flow, and documentation.
- Strong communication and interpersonal skills; fluency in English, and proficiency in MS Office, Visio, and SnagIt.
- Hands-on expertise in eliciting requirements, client management, technical documentation, and prototyping.
- Ability to lead interactive sessions with business and technical teams to analyze business and functional requirements.
- Skilled in analyzing production support issues, identifying root causes, and documenting corrections.
- Proficiency in SQL, MS SQL Server, SSIS, .NET, Azure DevOps, Oracle, and data bridge analysis.
- Experience guiding user acceptance testing, training, and implementation efforts.
Preferred Skills:
- Extensive experience working with mainframe environments, including both hierarchical and relational databases.
- Expertise with Informatica, MuleSoft, COBOL, Java, Salesforce, Snowflake, and GoAnywhere.
- Strong track record of driving process improvements and implementing efficient methodologies.
- Experience leading change initiatives and optimizing business processes.
- Familiarity with the Oil and Gas industry, especially in compliance, enforcement projects, data management, and databases.
- Ability to collaborate effectively in diverse teams and manage conflict resolution.
- Bachelor's degree in Computer Science, Business Administration, or a related field, or equivalent professional experience.
