The selected candidate will support the enhancement, scalability, and secure operation of an existing Microsoft Access system by transitioning it to a SQL Server backend and providing ongoing data management and Snowflake integration support.

This position requires a strong mix of technical expertise, analytical problem-solving, and team collaboration to improve performance, ensure data security, and enhance reporting capabilities.
Key Responsibilities:
Database Modernization & Development:
- Redesign and split an existing Microsoft Access database into two components:
- Front-End: Retain all data entry and user interface forms in Access.
- Back-End: Migrate all stored data to a SQL Server backend supported by the agency’s IT division.
- Enable multi-user access and concurrent transaction processing through SQL Server optimization.
- Enhance and modernize the functionality, workflows, and reporting features of the system.
Data Architecture & Snowflake Support:
- Collaborate with the agency’s Data Management Team to design and implement data architectures optimized for the Snowflake platform, including:
- Data models, pipelines, and data warehousing structures
- Data lake solutions and performance tuning
- Ensure data security and compliance through proper configuration of access controls and encryption.
- Optimize performance using query tuning, resource management, and data partitioning.
Integration & Collaboration:
- Integrate Microsoft Access applications with other enterprise systems to ensure smooth data flow.
- Provide ongoing technical assistance, governance, and recommendations for continuous improvement.
- Participate in working sessions with agency resources to ensure smooth implementation and adoption.
Governance & Best Practices:
- Apply established development frameworks, coding conventions, and best practices.
- Maintain technical documentation, data flow diagrams, and reference materials.
- Conduct weekly status meetings and quarterly business reviews to track milestones, progress, and adoption goals.
Qualifications:
Required Experience:
- Minimum 3 years of experience (within the last 5 years) in Microsoft Access and SQL Server database development and support.
- Strong expertise in database design, normalization, and performance optimization.
- Proven experience migrating Access databases to SQL Server backends.
- Familiarity with data architecture, ETL processes, and Snowflake data warehousing.
Preferred Skills:
- Prior experience supporting Texas state government agencies or large-scale enterprise systems.
- Strong knowledge of data governance, security frameworks, and reporting tools.
- Excellent communication, documentation, and stakeholder collaboration skills.
