We are seeking a full-time contractor or employee for a Lead WIC Business Analyst role for the client of Texas Health and Human Services Commission.
Required Skills:
• Business analysis experience, including requirements elicitation and documentation
• Knowledge of Project Management Framework
• Knowledge of large-scale IT operations and information technology industry trends
• Skill in defining all types of requirements, functional specifications, and other deliverables
• Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel
• Ability to create clear, complete, and actionable requirements documentation
• Ability to ensure accuracy in documenting system functionality and regulatory requirements
Preferred Skills:
• Skill in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel
• Experience working with government regulations or compliance frameworks
• Experience in project management
• Experience leading a team or workgroup
• Skill in policy interpretation and translating regulations into system requirements
• Skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements
• Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field
• Experience with gathering management information system requirements at a large organization
• Experience creating solicitation or contract requirements
• PMI-PBA or IIBA CBAP
