We are seeking an experienced Senior Project Manager to join our team. This role involves overseeing and coordinating all aspects of technology-related projects, ensuring quality, compliance, and timely delivery in alignment with organizational goals.
Responsibilities:
- Oversee and manage all phases of technology-related projects.
- Ensure project tasks and deliverables align with established development processes, quality standards, and technical, security, and contractual requirements.
- Collaborate with TDLR staff and contractor teams to plan, assign, supervise, and evaluate work in a matrixed organization.
- Define deliverable expectations, manage the review process, and ensure deliverables meet agreed-upon quality standards and acceptance criteria.
- Develop and manage project budgets, timelines, resource allocations, work plans, and cost estimates.
- Resolve issues related to the quality of work products across all contributing teams.
- Communicate effectively with stakeholders, leadership, and other key parties throughout the project lifecycle.
- Monitor and evaluate performance of third-party vendors and contractors.
- Document detailed system requirements to support project objectives.
Required Skills:
- Proven full-time experience managing large, complex technology projects through all phases of the development lifecycle.
- Strong background in structured design and development processes, including scope management, estimation, risk mitigation, and corrective action planning.
- Experience managing cross-functional project activities, setting goals, making critical decisions, and developing actionable plans based on complex analysis.
- Proficiency in evaluating business systems and gathering user and stakeholder requirements.
- Skilled in facilitating business process mapping and reengineering, identifying opportunities for leveraging technology to enhance business effectiveness.
- Experience documenting comprehensive requirements for IT solutions aligned with program and user needs.
- Previous work experience with a Texas state agency as a project manager (employee or contractor).
- Experience authoring procurement-related documents such as Requests for Information (RFI), Requests for Offer (RFO), and Statements of Work (SOW).
- Experience collecting and consolidating requirements from diverse program areas, including geographically dispersed teams with differing priorities.
- Familiarity with the Texas Department of Information Resources (DIR), Data Center Services (DCS), and implementation of cloud-based solutions.
- Experience applying the Texas Project Delivery Framework (TPDF) methodology.
Preferred Skills:
- Experience working with Salesforce platforms and related technologies.
