We are looking for a Full-time contractor or employee for an IT Contract Developer role at one of our client sites.
Services include the following:
- Conduct a needs assessment to determine requirements for a major information technology solicitation.
- Review internal DFPS documentation; research and document; and compile information while implementing goals and objectives.
- Work with DFPS Subject Matter Experts (SMEs) to develop a thorough Statement of Work (SOW) for a formal Information Technology (IT) Request for Offer (RFO) or Request for Proposal (RFP), which will include serving as the lead in the development activities.
- Review internal DFPS documentation and compile information while implementing goals and objectives. Develop contract guidelines, project timelines, and schedules based on timelines to achieve successful contract development.
- Facilitate, collaborate, and communicate with DFPS stakeholders for the purposes of developing a solicitation that meets the agency’s needs for identified systems.
- Develop a solicitation plan and Statement of Work and comprehensive specifications, key performance measures, and deliverables, with liquidated damages and special terms and conditions for the development of a contract with a vendor to deliver identified projects, including a Contracting and Grants Management System for the agency.
- Facilitate kick-offs; provide status reporting, and team briefings, and lead other identified sessions.
- Provide recommendations for and/or development of a bid evaluation instrument.
- Exercise sound judgment in making critical decisions while analyzing complex information to develop plans and interpret complex data into an effective detailed comprehensive SOW.
- Review contract documents for compliance with state statutes and rules, including all applicable Terms and Conditions.
- Facilitate procurement-related internal DFPS fact-gathering meetings and participate in meetings (i.e., Kick-off), team briefings, and evaluation scorings.
- Review internal DFPS documentation and compile information to meet the goals and objectives of the project, while developing contract guidelines and schedules based on timelines to achieve successful contract development.
- Provide strategic direction, goals, objectives, and oversight while facilitating meetings. Provide routine updates and status reports to DFPS Leadership teams.
- Provide recommendations and/or development of a bid evaluation instrument.
- Ensure all procurement and contract documents comply with state statutes and rules, including all applicable Terms and Conditions.
- Develop a contract management plan for the implementation of defined projects, including a Contracting and Grants Management System.
Skills(Required):
- Advanced skills and experience in IT contract preparations and Statement of Work (SOW) development.
- Ability to write and edit comprehensive contract requirements and specifications while working under limited supervision, with considerable latitude for the use of initiative and independent judgment.
- Elevated skills in communicating effectively both verbally and in writing and advanced skills in gathering, assembling, and correlating information and interpreting complex data.
- Experience with version control management, incorporating input and comments from internal and external program stakeholders. Ability to review edited materials and recommend revisions or changes in scope, format, and content.
- Ability to exercise sound judgment in making critical decisions to analyze complex information while developing plans.
- Strong interpersonal skills to include research, planning, organizing directing, coordinating, and attention to detail.
- Ability to work in a team environment and interact with a diverse level of staff to exchange and/or extract information including presenting material/recommendations to senior and executive-level staff.
- Experience in Microsoft Suite of tools (Excel, Word, PowerPoint, Visio, MS Project, and SharePoint).
- Ability to evaluate material data for reasonableness, necessity, and conformity with contract requirements.
Skills(Preferred):
- State of Texas Procurement experience.
- Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM).
- Preferred knowledge of the state of Texas, Comptroller of Public Accounts (CPA) and Department of Information Resources (DIR) contracting and procurement rules and regulations.
- Knowledge of Comptroller of Public Accounts (CPA) Contract Management Guide.
- Knowledge of the Texas Department of Information Resources (DIR) and IT Solutions and services offered.
- Awareness or knowledge of DFPS systems and programs.
