Job Description
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Business Analyst (Maintenance and Operations Support) position will perform advanced (senior level) business and systems analysis work that involves gathering, developing, and documenting user requirements, and reviewing and assessing business processes and tools. Will work in concert with appropriate stakeholders on IT solutions and business decisions to support the organization’s short-term and long-term business goals/strategy to ensure they align with IT strategies and project requirements, provide technical support and assistance to users of Childcare Licensing Automation Support System (CLASS), CLASSMate and Public and Provider applications. This position will be responsible for stakeholder collaboration to gather and document requirements, statistical reporting, effectively communicating with non-technical audiences to understand business needs, ability to apply critical analytical approach to problem solving, ability to understand new information effectively and quickly, identify process improvement opportunities, Knowledge of large-scale IT operations and information technology industry trends.

- Strong verbal and written skills in communicating with peers and different levels of users.
- Strong systems analysis skills as needed.
- Creates, edits, and maintains technical documentation for current and future applications e.g., technical reference manuals and production control manuals.
- Works with stakeholders to understand their technology needs and issues in performing their day-to-day work.
- Strong Database query languages (SQL, PL/SQL) experience.
- Skilled documenting processes.
- Strong skills assisting with unit testing.
- Experience with CLASS, CLASSMate and/or Public and Provider and interfaces with the DFPS IMPACT application.
Skills(Preferred):
- Conducts work sessions with users and project team members to document requirements, develop use cases, and/or technology solutions.
- Assists project team members with analysis and interpretation of user requirements.
- Develops Use Case documentation.
- Works with developers to interpret and provide clarification on Use Cases as needed.
- Experience working on projects utilizing agile project management methodologies.
- Experience with Health and Human services or Child Care Licensing
- Knowledge of Jira Service Management.
- Knowledge of Software Development Life Cycle (SDLC) and high-level system design methodologies and techniques (entity/relationship models, data/process flow diagrams); object-oriented programming and of programming client/server applications.
- Knowledge of the Business Analysis Body of Knowledge (BABOK).
- CBAP or similar Business Analyst certification.
