We are looking for a Full-time contractor or employee for a IT Contract Manager role.
Current certification as a Certified Texas Contract Manager required. Performs highly advanced contract management work, developing IT solicitation documents, coordinating with Purchasing personnel to evaluate respondent proposals, coordinating submission of any necessary DIR exemptions, and managing awarded contracts. Performs and coordinates the full contract management life cycle (CMLC). Maintains accurate and current contract information. Maintains contract file information in accordance with policy and procedure, including ensuring that documents are timely and correctly filed, and disposed of in accordance with records retention policy and procedure. Upload contract related documents and enters contract related data into contract records database in accordance with agency policy and procedure. Work with contract managers on preparation of documents contract execution in accordance with agency policy and procedure and coordinates the logistics of routing contracts for signature with contractors. Coordinate any required vendor background checks prior to renewal and contract execution. Assist with questions related to contract compliance, processing and management. Reviews contract data for upcoming renewal and expiration periods and updates calendar for completing all renewals and contract close-outs timely. Receives and documents timely compliance reports. Ensures compliance with all Federal, State, and agency laws, rules, policies, and procedures, including IT Handbook and Standard Operating Procedures (SOPs), that govern client IT. Maintains a reliable, predictable work schedule. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Skills(Required):
- Experience with Technology contracting, contract management, and purchasing or procurement management in local or state government
- Experience with reviewing and evaluating technology contracts and vendor deliverables
- Experience with Department of Information Resources (DIR)’s solicitation and contract processes, policies, guidance, exemptions, and limitations
- Experience with Microsoft Windows and Office products: Teams, Outlook, Word, Excel, Visio, and PowerPoint. Experience with SharePoint
- Knowledge of applicable local, state, or federal rules, regulations, and policies related to contract procurement administration and management
- Knowledge of procurement policies and procedures as defined in the Texas Procurement and Contract Management Guide
- Ability to work independently while understanding the need for communicating and coordinating work efforts with others
- Ability to handle multiple priorities while meeting strict deadlines and make critical decisions
- Ability to analyze complex information and develop plans to address identified issues
- Strong communication and organization skills with attention to detail
- Ability to work closely with cross functional teams; establish and maintain cooperative and constructive work relationships.
Skills(Preferred):
- Certified Texas Contract Developer (CTCD)
- Formal project management training and/or certifications.
