We are looking for a Full time contractor or employee for a Developer or Programmer Analyst role at one our client site.
Texas Commission on Environmental Quality requires the services of 1 Developer/Programmer Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Commission on Environmental Quality.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Commission on Environmental Quality and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Commission on Environmental Quality will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

1. Assist in presenting the prototype to various end user audiences to demonstrate screen content, dialog, and usability and to identify and
incorporate user-requested changes as directed by the technical leader.
2. Develop and support the Texas Watermaster Accounting System (TxWAS). Produce when needed prototypes for Internal users.
3. Produce module specifications, unit test requirements, and system and integration test requirements.
4. Implementing applications in complex environments including access by disabled persons and those using screen readers such as JAWS
and the IBM Home Page Reader.
5. Developing detailed flowcharts and models, implementing specifications, and performing modifications from design reviews, prototype
evaluations and assessment testing.
6. Producing running program modules, which meet TCEQ, DIR and World Wide Web Consortium (W3C) specifications and standards.
7. Outlining, formatting, and producing detailed program and user documentation.
8. Performing acceptance testing and incorporating necessary changes prior to formal production release implementation.
9. Design a Technical Migration plan for Java Applications from WebSphere to JBOSS.
10. Communicating and working with people of all technical levels in a team environment.
11. Other reasonable Developer services as necessary for the Implementation and deployment of selected TCEQ project.
